Description of Duties:

The Associate position combines elements of technical expertise and programmatic leadership.  The Associate is a technical expert by virtue of training and experience.  As such, she or he is able to provide individual projects with technical advice, as well as to participate in expert dialogues (meetings, conference, etc.).  The Associate also provides SUNY/CID with programmatic leadership in important functional areas such as new project development; marketing and outreach; and research and academic affairs.

Technical Expertise and Project Support:

  • Responsible for overall successful implementation of assigned projects, initially legislative strengthening projects in Kenya and Malawi;
  • Responsible for fully understanding and implementing all technical aspects of assigned projects (i.e. read and understand all governing documents related to project);
  • Supervise Chief of Party/Country Director (COP/CD) for assigned projects (including providing annual performance evaluations, authorizations for leave and tracking of accruals);
  • Lead project team.  Maintain close coordination and effective team-oriented communication between Project Manager and COP/CD.  Lead project team efforts to solve problems and trouble shoot as needed. 
  • Coordinate regularly with Project Managers to ensure integration of technical, managerial and financial elements.  Support Project Managers on financial and management matters on occasion;
  • Provide technical expertise for assigned projects.  Consult regularly with donors, field offices, clients and experts.  Contribute to Work Plans, Monitoring and Evaluation Plans, etc. for SUNY/CID field offices.  Ensure technical reports (e.g. work plans, annual reports, program descriptions, etc.) are prepared and submitted in an accurate and timely manner.  Ensure quality control for field reports, providing substantive and editorial input;
  • Identify technical consultants and define consultant scopes of work and contract terms;
  • Travel to existing and potential field sites.  Serve as a resource for staffing, financial, management and administrative questions to field offices.  Perform as Acting COP in the field in the prolonged absence of the COP.  Use travel opportunities for marketing and outreach purposes by meeting with potential donors and clients; and
  • Perform technical consulting and contribute to expert dialogues in areas of personal expertise.  Consult for SUNY/CID projects whenever possible and as a SUNY/CID expert for other projects on occasion.  Attend and participate in seminars, conferences, etc.

Programmatic Leadership in Functional Areas:

·        Provide leadership in important functional areas for SUNY/CID.  Develop and implement medium and long-term plans for improving SUNY/CID’s functional performance.  Design new approaches, products, processes, etc;

·        Contribute to new project development.  Identify development opportunities, cultivate the good will of donors, and establish relations and alliances with other organizations and firms.  Lead proposal-writing efforts.  Identify and encourage the interest of office staff in professional opportunities potentially available via new product development;

·        Contribute to marketing and outreach.  Craft and distribute effective marketing products – website, promotional brochures, newsletters, etc.  Ensure SUNY/CID representation at relevant conferences, meetings, etc.  Identify and utilize appropriate media outlets.  Promote positive and professional image of SUNY/CID to SUNY colleagues, donors, clients, allies and competitors; and

·        Contribute to research and academic affairs.  Organize and coordinate applied research program for SUNY/CID.  Design and conduct academic seminars, internal and external speakers forums, and conferences of interest to staff, policy experts and researchers.  Attend and present papers at appropriate external expert gatherings (seminars and conferences).  Contribute to SUNY/CID publications.  Help generate opportunities for SUNY/CID professionals.


Minimum Qualifications:

  •  International development experience in the field of democracy and governance
  • Advanced degree (Masters level or higher)
  • Outstanding interpersonal and communications skills with demonstrated aptitude for teamwork
  • Proven leadership, management, organizational and new business development skills
  • Ability to conceptualize, perform, and direct technical assignments
  • Strong ability to write technical documents and proposals
  • Ability to travel overseas up to 2 months per year

Preferred Qualifications:

  • Experience working as an elected member of a legislature, a staff member of a legislature, or with a donor funded legislative strengthening program
  • Advanced degree in relevant subject such as Public Administration, Political Science, International Relations, Law, African Studies
  • Foreign language capabilities
  • Experience living/working abroad.
