Function and Scope:

The Research Foundation of SUNY, a private, not-for-profit organization managing sponsored program activity for the University at Albany, seeks applicants for the position of Assistant Vice President for Facilities and Infrastructure.  Reporting to the Senior Vice President and Chief Executive Officer.

Description of Duties:

The Assistant Vice President will be in charge of all aspects of Facilities Engineering, Plant Operations, and Security at the College of Nanoscale Science and Engineering (CNSE). Position is also responsible for the current and future expansions of the CNSE campus.  Responsibilities include but are not limited to:

Provide management and technical leadership of the CNSE Facilities team for all site construction including

Infrastructure upgrades and cleanroom, lab, and office expansions and upgrades.  Manage all construction contracts

required to maintain and expand the CNSE site. Drive staff and suppliers to provide cost competitive, reliable,

timely and effective engineering solutions on all design and construction projects.  Develop sizings, concepts, and

presentations to sell programs and report status to the CNSE executive team. Insure construction projects do not

impact ongoing operations.  Maintain AutoCAD database of all design drawings and as-builts.  Work with

Consultants to develop site master plan and insure day-to-day construction is consistent with future plans.

Manage and lead the operation of all building and site systems and infrastructure.  Manage staff responsible for cleanroom and facility operations including electrical, mechanical, civil, and architectural disciplines.  Insure staff maintains and expands site systems with the proper redundancy and reliability.  Insure proper staff is involved in all new construction concepts, design reviews, and system turnovers. Provide management and leadership for site services and security services.  Maintain security access systems and badging.  Manage and lead security staff responsible for patrols, monitoring, and incident response.  Manage staff responsible for general cleaning, landscaping and grounds maintenance, general maintenance, and special events.  Manage and lead staff responsible for cleanroom cleaning and protocol.  Manage shipping and receiving services for site.

Develop and sell proposed staffing plans.  Delegate assignments to employees and team members to insure overall program and site goals are achieved.  Lead by example, communicate clear goals, and provide straight forward feedback on team and individual efforts.  Encourage employees and teams to independently drive work efforts, make key decisions, and work as a team to solve problems.  Resolve disagreements quickly and assist employees in breaking down barriers to progress both within and outside the organization.

 

 Support tool installations as required and insure site utilities are adequate to support them.  Drive efforts to create a site utility matrix that will allow CNSE to determine capacity vs. demand for all cleanrooms, buildings, and the overall site.  Drive consultants to provide on time, on budget, high quality work for all tool hook up design/build efforts. Work closely with CNSE Vice President for Strategic Alliances to support efficient fab operations.

 

Work closely and coordinate all activities with the CNSE Vice President for Finance And Fiscal Management to ensure that financial restrictions and budgetary. Requirements of the programs are achieved.  Develop detailed schedules, identify all dependencies, and drive to successful on time and on budget completions.  Develop and maintain an operating expense budget for the Facilities organization including consumables and ongoing maintenance.  Also develop and maintain a multi-year outlook for needed capital infrastructure upgrades.  Sell budgets and outlooks to CNSE executives.

 

Initiate and maintain close and collaborative relationships with appropriate compliance entities, consultants, and construction managers.  Drive consultants to prepare site plans and SEQRA documents and assist CNSE in obtaining approval from all required agencies on new buildings and expansions.  Insure all designs meet current codes and assist SUNY code compliance officer in code reviews of existing buildings.  Maintain knowledge of engineering consultants and construction management firms.  Recommend consultants and contractors for bid lists based on knowledge of their Strengths.  Evaluate cost, proposed staff, and technical ability.  Manage suppliers to meet all deliverables including invoicing that is correct and audit ready.  Give suppliers clear and straight forward feedback on their performance.

 

Minimum Qualifications:

A Bachelor of Science in Mechanical Engineering (BSME) or related field from a college or university accredited by the US Department of Education or internationally recognized accrediting organization; A Masters Certificate in Project Management OR equivalent 10 years of project management experience of major programs; AND 20 years experience in Semiconductor Facilities Engineering including 5 years as Facilities Engineer, 10 years as a Major Construction Facilities Manager, 5 years 300mm tool hook-up experience; OR Masters Degree in Mechanical Engineering AND 15 years of experience in Semiconductor Facilities Engineering including 5 years as a Facilities Engineer, 5 years as a Facilities Manager in the area of Major Construction, 5 years 300mm tool hook-up;  experience with SEQRA permit process on two (2) major projects in New York State; solid understanding of all Facilities site and building systems; knowledgeable in cleanroom air management systems includingVLF and turbulent flow rooms; experience with 3 level fabs with both open and closed waffle slabs; knowledge of methods and materials required to renovate an existing building into a fab/cleanroom or build a new Greenfield fab/cleanroom; knowledge in the discipline of formal Project Management; proven ability to matrix manage and lead cross functional teams responsible for the design and construction of major Facilities programs; understanding of NYS building and Fire Codes; experience working with local Town officials on building permits and inspections; understanding of all aspects of construction safety; working knowledge of design consultants and construction managers with the skill and proven experience to successfully handle cleanroom/new building construction; experience in creating SOW’s, bid lists, evaluating proposals, and awarding contracts; applicants must address in their applications their abilities to work with a culturally diverse population.

Preferred Qualifications:

Experience in labor relations and PLA’s with trade unions; Experience in benchmarking ‘best-of-breed’ Facilities methods within semiconductor industry.
