Employment is with the Research Foundation of SUNY, a private, not-for-profit, educational corporation that administers sponsored program activity for the University at Albany.

Description of Duties :

The Center for International Development (CID) seeks the full-time services of a Chief of Party (COP) for a USAID-funded project to assist the parliament of Afghanistan in its development. The COP will live in Kabul and be responsible for the overall management of the project, including designing activities; overseeing project implementation; managing expatriate and local staff, closely supervising when necessary; exercising quality control; directly participating in administrative tasks; and communicating, coordinating, and implementing the security plan. The COP will interface directly with parliamentary leaders, officials of USAID and the Department of State, and various donors. The COP will also ensure the integration of universities, CSOs and other local counterparts into the development of the parliament. The COP will serve as the official representative in Afghanistan of the project and CID.

Minimum Qualifications:

Masters degree.

Five years of experience with democracy and governance programs in developing countries.

Three years of experience in COP role in international development projects.

Political acumen and cultural sensitivity.

Proficiency in English.

Excellent communication skills (e-mail, telephone, reports, public speaking).

Excellent team building skills.

Knowledge of USAID and other multi- and bilateral donor rules and regulations.

Experience in Afghanistan, nearby countries, transitional democracies, post conflict countries, and/or other hardship/ danger posts.

Demonstrated record of interacting and developing strong working relationships with high level local counterparts.

Preferred Qualifications:

Doctorate in public policy, social/political studies, international studies, organizational development, business administration, law or a similar field.

Experience in the implementation of Legislative Strengthening programs, especially in Muslim nations.

Familiarity with Islamic law and culture.

Experience working in a legislative body.

Proficiency in Afghan languages.
